I have gone through the process in NJ. It’s not hard as the senior accountant said they schedule an inspection and then if anything needs to be fixed they tell you fix it then they give you the CO (certificate of occupancy). It’s definitely a need to have because if a tenant makes a complaint to the city about the property and you don’t have the CO it’s a huge penalty fine. And then you should register with the city of the property as a landlord.

This will vary by state but it shouldn’t be that difficult.
In NY, you call the city to schedule an inspection and they come in and make sure the house is “habitable”. They check to see that you have running water, appliances, heat, smoke detectors and that there is no obvious damages.
It’s a pretty low bar to be honest

Could be a pain if your property has a lot of code violations.
It’s heavily dependent on which municipality the rental is located in. But generally yes, you have to register with the city. Sometimes it’s through the Fire department and sometimes it’s through the housing department. It’s not difficult but it can be tedious and a bit time consuming.
