No actual knowledge of this but could be they want to minimize work on their end in terms of tax withholding on paychecks. It may be overly complicated to manage if staff are on the move. With consulting the expectation is travel so they expect that type of change with their workforce. Could be way off though.
It’s interesting because this role with A is in professional services.

Could be due to a policy where they allow you to work the hours for your local time zone and they don't want people switching them around.
Or it is to prevent potential issues with differing labor laws and taxes which vary from state to state.
Have a few amazon friends that left Washington and had to go back. Not sure if they were caught or just decided to go back but can confirm this is the policy. I believe it's tax related. I'm not a tax expert, but washington has no state income tax so if you leave there and work from California (which could be tracked by IP) then thre may be a tax liability.
Does A not have a way for employees to record which state they worked hours in each day? At Deloitte we do and once you hit a certain number of hours in another state for the year, you end up with a W-2 for that state. It just doesn’t seem hard especially for a big company, so it’s not making sense to me.
What does it mean w-2 for that state?
