Is the level of your offer (L5, L6) etc decided post all interviews or is it pre-determined for the role when the role is posted? For Google

Quick question.
I was a contractor for a big company and they just let me know that my last day is December 30th. I got this position thanks to a recruiting company that has been great and gives me benefits.
Should I:
- Continue working with the recruiting company, hoping that they will find another position for me? (as they told me they will, and when they applied me I started working with my current company within 2 weeks)
- Work with the recruiter + apply for jobs on my own?

I make $100K with 12% bonus and was offered a role $130k with 15-20% bonus. 4YOE in provider industry.

I am in a comfortable spot with a good team but the work is dull, new role would be consulting with more work & travel

I knew I was very early in the process since the job had only been posted for a few days. It's been 3 weeks and I haven't heard back, even after reaching out to the recruiter. I have 7 YOE and applied for a position that is L4. I feel as if I’m overqualified for the position, but the Recruiter told me that when they say L4, they are actually looking for someone with 6+ years of experience. Is this true? I feel like I should be looking at L5 with my experience
