The company I worked for at the start of the pandemic was similar and they dragged their feet on setting up a work from home policy. However, I saw it as them hoping things were being blown out of proportion and hoping they wouldn’t need to have us working from home. Otherwise my company does a little of both leading and following.

What company are you at?
Mine flat out says, and does, the middle. Comp literally says we pay within 20% of the median for IT jobs and that’s it. F100.
Otherwise we lag in everything. I think F500 is a different class since making “leading” changes would have a huge impact on the financials. Smaller companies should lead to poach talent from large companies.
What mgmt really hates the phrase “actions speak louder than words” cuts both ways. Never look at the slogans, look at the benefits and salaries. Where you put your money is where you really stand.
Your comments about dragging their feet and you seem to allude to it’s a small company… that’s not a great combo. Seems a little old skool mixed in with small. That’s not what I’d like but people are different.
Industry and company and field are helpful to narrow this down.
Follower for sure - while they like to brag that they are on the forefront of generous benefits and comp, they’re quick to align to their competitors when they pull back
