I have recived a call from HR regarding the salary offered & she told that we are offering that salary. I have accepted offer & told her to explain me the breakup of CTC, she said she will call me back but i have not received any call from last 2 days & I have tired to call & also mailed her but no revert.

I was just offered a CUNY role. The title is Higher Education Assistant. According to Glassdoor, the average annual pay for that role is $83,418. However, I was offered $62,500. I requested for the minimum annual salary to be 75k. Does anyone have experience navigating the CUNY system and their pay?

Internal promotions and salary increases are the worst. Companies love lowballing their internal candidates for higher roles because they spin it to make it sound good and they know (or think) you’re not going anywhere.
If I were you, I would definitely be applying for new jobs elsewhere too. It’s sad, but your own company doesn’t truly see your value until they see that someone else wants you. But also keep in mind it’s almost always better to accept a new offer and leave than it is to accept a counter offer from your current company.

Can you see what types of salary ranges your company posts on external postings for the same type/ level of role? I would look at that before you get the promotion and be ready to ask about it if you feel like you're very low in comparison (taking into account that you typically would start on the lower end of the range).
Unfortunately we’re one of those that doesn’t publish salary bands in ads. However, I have some info about internal grade bands, and they‘re very wide and overlap significantly with a 25% overall uplift from one to the next. I’m at the very top of the band I’m currently in, so anything below the middle of the next band would make no material difference…
You negotiate with facts. Find similar positions and the pay and get a sense of what you can get elsewhere. Feel comfortable and confident in that number as they will push back hard. Prepare a value statement with accomplishments from the past year and how they would struggle to replace you and your historical knowledge.
they already know their rates are lower than competitors, and I already know I can’t seem to get an offer from anyone else, so I’m worried about putting myself in a position where they call my bluff 💀 I had to put a statement together with a business case to even be considered - would you say there are specific things to call out even more at negotiation stage?

Personal experience - pay is not that great of an increase. Don’t know why, but they base it on a pay jump from previous position. It’s their way of saving money.
