Do you have a “desirable” salary expectation with a “floor” level (I call it the ‘walk away’ level) ? If your range is clear in your mind and based on your research for your role, skills and experience for that location, you’ll find it easier to negotiate. Obviously, don’t start the salary conversation until you make it till the end and don’t start with the “floor” level. Leave space for negotiation. Beyond salary, make sure you understand the standard benefits that you’d expect and ensure your negotiation package includes those as well. This is assuming you like the company.
In one of the offers I was negotiating, the salary had a nice bump but when I computed the benefits, the whole package wasn’t giving me the desired bump I was seeking. I made a counter offer.

Not sure about your location, but except in areas that require a salary range be disclosed, it is not unusual. However, neither would I disclose my comp nor what I want before they gave a range.
I would expect to have to negotiate up and do some research. Good chance they may not be sure what they need to pay to get the talent they want and/or have some flex around what that job does.
Or they could be jerks who try to screw their employees at every turn. But that has not been my limited experience
