Agencies generally pay people what they think they can get away with, regardless of your contributions. You have to get noisier if you want to move the needle.
This might be advice you’ve heard before but: Talk to your manager about it, and if they still don’t listen, go get a job offer and force their hand. Worst case scenario, it doesn’t work and you get to go somewhere where they actually want to pay you what you’re worth.
I'm frustrated that they offered a higher salary to a new person and I've been on team and haven't complained. I do what is asked of me and they offered someone 10k to do less work than me
Go get an outside offer, which definitely will be higher. Then think about why and how you will contextualize and communicate the reasons why you should be getting a raise/higher salary.
Then present all that to your manager and HR and give them a chance to match/respond.
Then take the outside offer. Most of the time people who stay after their outside offer is matched usually leave anyways.
^^ THIS! But first I think maybe you should dig really deep down and find the courage to ask for a raise. My rationale is that while an outside offer would be the most effective way to get an increase. It’s also the most work and there are factors you can’t control.
Asking for a raise is something that would probably happen faster since you have more control. Do a search on each of the major employment sites and they’ll more than likely lay out the steps for you. For something like this, I’m partial to LinkedIn Learning and The Muse. Good luck!
