It sounds like you need to raise the issue and bring specifics to the table and get an answer one way or the other. Some organizations, and managers, are good at kicking the can down the road and just leading people on. Make the case that you've grown in your job and you're a more valuable employee than you had been and your compensation should reflect that. And make the case that you should also get a promotion. If they persist in providing no answer, that's a message they're sending, and you should get serious about moving on.

What have your discussions looked like? It sounds like he is not being helpful in actually helping you get to a raise even though you have had conversations. Have the conversations had timelines / specific milestones associated?
He is telling you what he thinks you need to hear to prevent you from leaving. He could have made a raise and/or promotion happen, but has decided not to for 3.5 years. I would really suggest you start job hunting.
