Indianapolis is filled with small businesses, and businesses that aren't so small, but aren't the really big heavyweights that dominate nationally and even internationally. The result? A lot of companies here thrive with an entrepreneurial spirit by taking the scraps that the big fish don't want. The bids that are too low from clients that are too picky and too unrealistic about what they expect in return for their coin... high-touch 24/7/365 service for peanuts. Bigconglomeracorp may pass on a "small" $25 million project if the margin's too tight, but some Indianapolis company will gladly accept that cashflow as life-changing for their business and let their accountants figure out how to keep the company afloat while pushing employees to burn the midnight oil, hoping things pay off, or that their initial success in the big pond opens the door to future big deals. Those companies live and die by swinging for the fences at the low-ball offers.
Not every low-ball offer is an insult. It's just them seeing if you're a culture fit.
