This isn’t a new phenomenon. Companies always prefer quitting to firing as it means they don’t have to pay out unemployment, pensions, etc.
That said, anguish of being on a performance review is not going to win in court. I would say a) has she spoken to her manager, is she on a PIP with actionables she can address? b) has she spoken with HR to see if they have insights, maybe a policy changed and she’s still doing it the old way, etc.
There is no way to “prove” a company is putting someone on a review for performance to get them to quit. If that truly were the case, and not her actual performance (again, have they given her explicit things she needs to work on, goals to be met, etc), the best bet is to try to complete the PIP and then if she hasn’t met it, be fired, so she can gain unemployment at least.
What would you do if all of a sudden you're being told you're not doing your job correctly, when you have been doing it the same way, with no complaints for 15+ years until now? And also, they have been verbally abusive about it by yelling at them, and snapping at them.
I would think the mental anguish and depression she is going through is an EEOC issue that she should pursue, but she doesn't know how to prove anything she is going through.
