I have family in Bangalore but joining in Noida. HM said prove your independence and then relocate. Is it possible?

I have 9.5 yrs of experience and am currently level 62 in Microsoft. I feel I should be Senior SE in Microsoft (level 63) but when I got microsoft offer last year the HR said it is the maximum they can give. Fixed base is 28 LPA. There is an upcoming appraisal cycle in September, so I wanted to ask how much can I expect Microsoft to adjust the base salary in this appraisal cycle ( given my performance was decent) ?
