Reach out to the Boston housing authority (I think that’s the right one?). They have a ton of free advice to give regarding landlord/tenant issues.
My landlord once tried to withhold my security deposit… I was very young and naive, and while in hindsight I can see how obviously illegal their move was, I wasn’t sure at the time. I reached out to them if it was reasonable, they assured me it was not and gave me step by step instructions on how to communicate with my landlord to get all my money back in a timely manner. It worked!
Sounds like it could be a breach of the warranty of habitablity.
I doubt it would be a habitability issue - if anything I would keep this in my pocket to use during lease renewal negotiations. The landlord has the right to perform maintenance and 5-6 hours during the day is probably reasonable (whereas a 24 hour period would not be).
If you complain to the city, what would you want them to do?
All landlords have to be in compliance with the State Sanitary Code, the minimum standards of fitness for human habitation. There are a long list of requirements but serious violations include no heat or hot water, these have to be repaired within 12 hours. Code violations may be reported to the Board of Health or the Building inspector by a tenant.
