Which one to join considering-

hey, I joined Deloitte in June 2020 as an GPS SA analyst, I just staffed on internal project only providing me adjusted utilization. Now my standard util is 40 and my adjusted is 105... and this project last in another month... by then my standard util might be 20.. will my promotion be affected by this? The HR says the delay is happening because the people who need to approve are on leave. Are they playing around or keeping on hold? Do they actually release offer after this much delay?
