PWC offered 23+2JB+2(assuming bonus at 10%) for 5yoe. And I'm getting 27-28 from other service based companies. However I'm confused if I should go higher fixed ctc or brand name, ie PWC. Thoughts?

Interviewing at a dream company, and right from the first interview the recruiter told me we are way off on salary expectations. This was a little bit expected, as the role is requiring a few years less experience than I have and also in a much cheaper market. They already told me the salary range during this first call, but wondering if they like me enough and I get an offer, how I might approach negotiating for more. I started interviewing early Oct with a company that reached out via recruiter. The hiring manager was very straight forward with me that I was his top candidate and I was told all other interviews were very positive incl CMO. The recruiter said they'd be making an offer but it's now been three weeks. Anyone else had the process drag on like this? Meanwhile I'm taking other interviews and was offered a promotion at current company, but was very interested in this one. What would you do?

I have submitted my resignation on Aug11th. I received a mail very next day from HR saying salary willbe put on hold for reliving month and immediate previous month will be put on hold as FNF dues.
Now half of the people I asked saying I won't get salary for August as well and half saying i will get salary for August. Can anyone confirm on this?
