Looking to create a website that a user can plug in some basic information and then a bot can go behind the scenes and scrape data from other webpages and print that information to pdf. In theory, is this possible and if so, what’s the best technology/approach? Thanks!

You don't need RPA for that, you can just make a http GET request to the website and parse the HTML and collect the information you need, or use a headless browser if the DOM is dynamic using a JS or similar

Depends on what the other webpages are, and what data you need to scrape. Ideally the other webpages would expose an API that your website could use to directly query data from

RPA tool would not be the best solution. Look into python based solutions like Beautiful Soup or Scrapy.
