I haven't had good experiences with in-house. I think of it as the place to go when I'm done with all this agency bullshit and want to surrender to a paycheck and some free time.
Fact: it is an antiquated view of the world to believe that "creativity" only happens in agencies.

The "only agencies are creative" argument is a mix of wishful thinking and desperation.
Agency for sure. Any company worth its salt has an agency so you'd never be left doing the good work if you did in-house. Unless you count brochures, web copy and retail ads good work.
If by client-side you mean the sum of all the companies in the world that are not agencies, then probably client-side. My two cents:
1) it's important to have two or three different careers in one life. That's the best way to develop a different point of view. 2) strive to be where decisions are made. It's the only to make a real difference in the world.
The comment above does not apply to creatives because client side usually does not allow creative freedom unless you're working for forward-thinking technology companies. Fact.
Then what are the non-agency, non technology based creative companies? I'd love to know.
