Just FYI, it will be difficult to find a 1BR at $1,200 in several of those neighborhoods (specifically thinking West Loop, River North, and Old Town, unless you’re comfortable with like 400 sq ft).
This. Maybe for a studio but not for a 1 br ( unless it’s pretty old) I would even say 1500 is pushing it. Maybe more walk ups in Lincoln park or WP
Realtors are free and have access to a lot more that isn’t listed on those sites. I’ve had better luck with than without

When you say budget if $1200 - are you factoring in the 2 months free rent ? I don’t think you’re going to find a true 1 BR for that in most of the neighborhoods except maybe Lakeview.
My building in RN is $1500 for a 1 BR, $1200 for a studio. But if you factor in the 2 months free rent [most of the markets] - it breaks down to $1250 and $1000.
River North is mostly high rises - inventory is on building websites.
West Loop is a mix of high rises [same] and condos rented out by owners. Facebook is the best bet for the latter.

For rent? $1200 is pretty low, even for a jr or studio. $1500-1600 is more realistic. Anything lower than that prob has a discount built in and will jump.
For places in that range, you could go north, and maybe get free heat (radiators), but you’ll need a window AC unit and other quality factors will be an issue.
Use a realtor if you’re trying to get a condo someone is trying to rent. You don’t need a realtor if you’re targeting large apartment buildings.
$1200 won’t get you anything remotely good. My rent for an 800 sqft in Lakeview THIRTEEN years ago was $1400 (though it had in unit laundry which added ~$100/month). With how much prices have increased in the last decade, think you need a budget of $1,500-1,600. Or start looking for a roommate and split a 2-bed.

Look on realtor.com and you can find condo owner rentals. I’ve done this multiple times, highly recommend over big buildings!
Of the hoods you mentioned, Lakeview is your best bet for finding something in that price range, and that may be tough.
I’ve had success with apartments.com and looking for individual buildings on google maps to see if they have websites
I’ve had some luck finding something closer to $1400 for a one bedroom in lakeview / Lincoln park.
