But along with that there are many more notifications like pf, nominee etc. Some needs to be send hard copy to Bangalore.
My question is..do I need so send it before joining or after joining?

If you're new, you really shouldn't say no to your first project
I would keep networking. If it wasn't exciting that's one thing, but if its in a completely different industry that doesn't align with your career development goals, then say just that
Take it and get a hotel. Driving 4 hours a day would just not be possible
Wouldn't get reimbursed for that, it's federal and DC area. I know there's a ton of other projects looking for my skill set so I think I'm going to wait.
Yeah just say you need a hotel. 2+ hrs each way is not sustainable.
I'm an experienced hire. Gonna continue to get used to this place and network a bit more to find a project that's a better fit.
Project doesn't really excite me and but I also don't wanna kill my utilization rate by staying on the bench.
I was on he bench for a solid month before I found a project I liked.

Wait jf you can. Being on the bench for more than a week when you first start is normal. You'll have plenty of 80 hour weeks to make up for it. I'm surprised you can turn it down and impressed you know how to network internally.
Are you an experienced hire or fresh out of school? If experienced, they hired you based on your experience and potential, and staffed for expected growth - continue to network, volunteer in BD work. If fresh out of school, take the gig, and try to negotiate either hotels at the client site (use at your discretion to provide balance to your life), or expensing a rental car/travel to avoid racking up mileage on your personal vehicle.
Ok tough reality - you never quite get what you "want", you get what's available. After you pass up a couple of projects waiting for the best one, you'll see your utilization drop and take anything moving forward. It's sucks but it's the truth.
There are plenty of Federal projects in need of people. Just network network network. As for that one, just say that it's a 2hr commute each way for you and they will understand. If they don't, you probably didn't want to work with them anyways
