Non-MBA experienced hire with 2 years, federal, C level: 86k. Where am I in the salary band?

Recruiter asked for proof of my last bonus to determine sign-on… I’m not being dishonest with my request (only asking to be made whole for the bonus money I’ll be leaving on the table at my current employer) and this sounds kinda illegal based on NY’s salary history ban- is it?

I’ve been considering moving back to the DC metro area and recently had an interview, and the salary was 70K for the same role but for a different company in DC. If you were in my shoes, would you move forward with a pay cut or keep applying and stay in NYC for now?
