Is the offer really off by a lot? Do you currently have a job or do you need the pay anyway? If you need the money, you should take the job because who knows when a new opportunity comes along. If the offer is close enough to be mitigated by a promotion, it may also be worth taking it and waiting to see what that promotion brings. Sometimes companies don’t offer the top salary until they see an employee’s performance in action. It also depends on how much you want to leave you current job, if you have one. If you think you can’t deal with the current employer anymore, a change may be worthwhile. If you’re fine where you are, it may not be worth testing what a brand new employer does. Especially if they are also testing you before giving you the full amount that you’re requesting. Perhaps they too are holding out and are not really as convinced as they sound. You should weigh all these factors in and hopefully it works out for the best whichever way you decide.
Have you tried to negotiate in any other way? Maybe they're telling the truth about the budget, but they can offer you more PTO or some more flexibility in your schedule. I'd try to see what else you can negotiate.
Are they willing to negotiate other things besides salary? I would try to get them to increase your PTO. That can be something that could be beneficial.
