How close are you to this VP? I think I'd suggest starting with a meeting with the VP and seeing if you can understand exactly what they're looking for in the role before you apply. Let your interest be known, ask what their priorities are, and then tailor your resume and gather data on the contributions you've made in your current role.

Honestly, small human interactions matter more than people think. If it’s internal, your work probably already speaks for itself, so this is your chance to show how you’d lead, not just do. Casual conversations with your VP or others on the team (that aren’t just about the job) can go a long way.
You might want to coincidentally ride in the elevator with the VP and mention your interest. Seriously, if you have a rapport with them, this would be the time to let it be known that you're interested in the job. I assume there will be a formal process, but don't be too shy when it comes to any personal contact you can make.
Let them know right away you are interested, so you are on their radar. Come prepared with a clear vision for the role and the credibility to back it up, based on your current performance.
