1)90 days notice period is really a pain in the ass, not sure when these organizations or government will make this reduced except making for an employee to go bonkers.
2)They say - resign, start serving notice period and then look for the opportunities.
They don't know how much a person need to go mental stress, effecting mentally, balancing - work, commuting, household, effecting physically, responsibilities and then job change without having offer, and looking for opportunities in last 30 days of serving notice period
A person known to me faced the same above situation, fallen sick because of anxiety and got heart palpitations.
Mark This statement - jobs won't come to us when we need them, they just come and sits unexpectedly. Both time and luck have to matter for that.
And for This - all our Country /labour laws won't even change a rule but the good rules are available at other countries (notice period which is offf 20_30 days only)
3) considering 3 YOE, the referral won't work.
Mostly referrals work for 3+ YOE that too for niche skills.
Considering DEVOPS, though it's kind of tough job, there are lot of openings, but your notice period is a problem.
4)Bad time to look for switching now as the whole world goes furlough for the next two months.
Be patient till January end and then look for job is the suggestion from my side.
PS :On top of this all the organizations need immediate joiners with urgency requirement such an urgent that - an Ukg Or first standard kid asking for 'MADAM URGENT TOILET MADAM'.
Such that of urgency requirement and opening it is for a job.
