I think so. Some outfits look weird without a belt

I always wear a belt even when I do tuck my clothes in.

If it has belt loops and you're tucking your shirt in, you need a belt.

If he's looking for a more streamlined silhouette I find belts can help because they keep your jeans up at your waist-->higher crotch-->longer legline-->no pooling at the ankles
But everyone's different.
It’s all personal preference. I have some friends who swear that suits should not be worn with belts. I’ve always worn belts with suits. I don’t wear belts with jeans, unless I’m tucking—which is rare and usually a mortal sin. Slacks and a button down tucked usually a belt. Belts always match the shoes.
If your suit pants have belt loops, you’re meant to wear a belt. If they have side tabs or buttons for suspenders, you aren’t.
It is generally more formal to have a tailored suit that doesn’t require a belt (eg it would be very strange to see a belt worn with a tuxedo) but in a business suit context both are acceptable.

For context, he usually wears all tops untucked so the belt loop area is covered anyways. For suits, agreed he should be wearing a belt but asking more for casual wear
If he’s wearing shirts untucked then he doesn’t need to wear a belt unless he wants to. Tucked in- wear a belt
