Recruiter at Uber wants to schedule a call with me after on-site interview. They said the team is meeting to debrief tomorrow and he wants to check later this week. Is this a rejection call?

What is the content of these interviews? What do they look for? How can I prepare? I don’t have much technology my background, so a little worried going into the interview. Any advice please?

I had a HR Discussion after clearing 2 HCL rounds and 2 client interviews . HR is not considering moving above 40% hike no matter whatever I say to justify, the Discussion was like talking to a wall . Any suggestions to get another 10-15% more (first offer)?
