Recruiter hasn’t gotten back to me after a week of initiating a salary negotiation. This feels long to me - I’ve followed up once but not heard back. Should I move on?

I've been a government attorney for nearly three years now and have worked in the same office/division since I passed the bar. I've yet to receive a promotion other than two cost of living increases (in sum, a pay increase of 6k over 3 years). I know this is meager, but I'm mostly ok with it, I just want to see some recognition. On the other hand, it's hard for me to imagine negotiating because (given my inexperience), I don't feel I'd be able to do better anywhere else. Any advice?

I was approached on LinkedIn for an early career recruiting role in DFW, TX. I don't have direct experience, but I have the university experience/connections from working in career services. I’ve been approached my by company that one of our large clients (who im currently project managing for) is looking for a consultant of sorts, and if they hire us, I’d be the first person asked to take on this consultant role. This isn’t something my company typically offers and would greatly change the scope of my role. Has anyone ever taken on a role like this? I’m a former forensic scientist that left the field several years ago. I recently received a subpoena from a case I worked and suggested to DA to have evidence re-worked by the lab or stipulation. If I am required to testify (as an expert witness), I would need to book a flight, hotel, etc. My question is this: can I ask for my requested hourly rate, travel, and hotel to be covered when speaking with DA or is that “not how this works” as the investigator put it?
