salary range for senior production designer / retoucher at one of the larger pharma agencies?

I thought pharma was suppose to pay better. feel like I'm getting a low-ball offer.

Most HRs these days ask for previous salary slips/ bonus/hike letters without even quoting their offer. Should we proceed with what they want? Is it ethical? Any pros/cons
Any views?
I am thinking beyond just verifying if the candidate is not lying on the current salary but what if they don't even have the budget to what the candidate has asked as expectation.
