Seems like a lot of struggling agencies did layoffs right before memorial holiday, am I right?

Employment-at-will. Is that the norm in a consulting contract (I’m moving from Europe)? Can I / should I negotiate the notice period on their side or eventually the size of an eventual lay-off?
