Should an Army 35M (HUMINT Collector) and similar MOS in other branches really be language dependent, or should they just be language preferred/continue language pay for language qualified individuals? On one hand there’s the benefit of the DoD not needing to pay translators but on the other hand, how can non-native speakers, particularly those with English main language, ever really reach the level of proficiency to be effective without being career military with almost a decade of study?

Language preferred makes more sense to me. It takes many years to become completely proficient in another language.

Really depends on the individual. Some people pick up languages very quick and won't need a decade of study.
