Why would you leave before they lay you off? You may get unemployment benefits and severance by staying. Unless you've got a better offer, then you should leave regardless

I worked at Facebook for 5 years; then they decided to move their finance department to Costa Rica. I stayed there until the end of my employment but began looking for jobs as soon as we were told of the change.
Stay, commence job search, hopefully you will get a severance for staying until the end or you’ll have another job waiting for you.
