Because republicans have full control of the government. The only “demand” from democrats was that republicans extend the health insurance subsidies for those who have nothing to prevent the massive spikes in costs and millions from losing insurance.
Republicans refused. Yet they jumped at the chance to extend billionaire tax cuts earlier this year without any hesitation.
Same reason why the Republicans kept calling it a Democrat shutdown: party over country.

At this point my response is just “go ahead, FAFO”. See what happens when you mess with the day to day lives of regular people.
