This is mostly a surprise for tax staff which could freely book their time in retain/TalentLink and work directly with their supervisors for approval. Assurance staff have had to submit requests for years to HR scheduling staff for approval. My guess is most people commenting are in tax.
You need to grow up. Unless you own a company you will always have to ask for permission to take vacation. Standard operating procedure every where. Everyone on my teams need to clear vacation with their direct report. Our staff needs to clear vacation with seniors and managers, etc.
We can't put our time in.. we have to put in a request for the schedulers to approve and update our schedule... because we are 3 years old

Only need to include approval info if you're trying to take it during time that you're booked on something in talentlink. You should have already been doing that, so don't see what the fuss is about.
Most companies require vacation approval. If PA is your first job, then you're in for a rude awakening if you ever leave.

What 10% rule are you even talking about ? You've always had to "request" vacation, to ensure it doesn't conflict with your client schedule, especially if you're double booking. Not really sure what you're getting at ? Communicate with your engagement teams and there should be no issue, the request is just so HR has your talent link up to date, anything you put in there directly is a request unless it's made directly by HR or imported from EMT.

Glad I'm not an associate. Although they have gotten aggressive about talent link as of late. Apparently they are trying to fill all work gaps. People in our market were requested to go to another office for 3 months. The chosen ones were those that hadn't filled out their talent link completely! Whoops!
