I do not think that it will. It will still be a savings. The amount of training etc that is needed for the positions they are filling, will still be sein for the companies Either that or they will just outsource it. increasing the cost won't cause companies to magically hire Americans. The skill sets are not there. The amount they will save just pushing the work outside of the us is worth it. Just like every other "America First" initiativ, this will harm more than help
Good statistics and commentary available here:

I hope so I think it’s a great step to hire American
You cannot hire someone who does not have the skills to learn and think that training will fix it. We have the biggest skills gaps in our schools, where our students score lower than other countries in math and science. It makes a lot of sense that our medical field, engineering, and tech jobs would go to people who have advanced degrees in those subjects. Sadly, there are zero initiatives to address the education gap. We've eliminated the Department of Education and created a Department of War instead. The people who want this are not skilled enough to fill the vacancies and everyone will suffer.
100K is a drop in their bucket, so no.
$100k isn’t but what about the companies that were sponsoring 500 people per year? Does $50m change the decision?
