Newly promoted team manager. My business unit's culture is super competitive but the vibe is much more relaxed at our company's other offices- any ideas on how to change things?

What is the drug culture like at your office? I assume people don’t openly talk about what they do in their free time if illicit, but they may do so quietly or you can otherwise tell.
Do you get the impression many people do them? If so, soft drugs (ex - weed)? Hard drugs? Non-prescribed study drugs? Frequency? At work-sponsored social functions? To an extent that it’s noticeable/problematic?

I’m trying to pivot to PM after >3 years in finance and I have a 2nd round interview with CPO this week. Company has 3.7 on Glassdoor with complaints about CEO, “bro-y” culture, and hard to wfh. It’s a data analytics company with 5 PMs, was bought by a PE firm this year, and has a new (female) CEO as of Oct. Role is 50/50 hybrid, pays well vs what I make, and most importantly would be a foot in the door to PM. Is this a good place to be for PM? What else do I need to find out to know for sure?

My coworker is struggling to complete his tasks/meet his goals, and the owner is coming to me about angry clients.
