Jury selection is about nomination, how much your organization takes part in Cannes, seniority, region, race and gender representation. Previous winner isn't a selection criteria at Cannes.
Creative 3 has a point, OP. If the Cannes juries are a bunch of nobodies, what does that say about your Lions and your Grand Prix?

Wins don’t equate to automatic invites…
You need to apply either via your country’s Cannes rep or your network.

Juror submissions are a form. Bio information and top program categories the nominee are most suited for with space to provide name and email for person supporting nomination.

What is the biggest factor is the expansion of categories. It would be highly unlikely that you are a specialist in all of the areas and therefore it would be unlikely that you know the players in each of those categories. Cannes also feels more international - while you could argue it always has been, it always felt more US and European, then added Latin America; the juries seem to be more representative globally.
