I joined Cognizant recently, the project interview calls which I am getting is not from my base location.
I have the location constraint, should I wait for the right opportunity or raise this concern to ADP team so they can look in to it?
As per ADP policy, one should not have any constraints and take the project as FCFS basis.

Which one to choose between Optum and Tiger Analytics for Data Scientist position? Where can I expect better data science domain expertise (In my previous companies I found very less understanding of Data Science practices as team)? Heared good things about both of these. Also hearing Tiger is expanding rapidly and getting some crap projects as well in the name of data science. Could someone put light on these things?
YOE: 4.5 Years
Tiger: 18L Fixed + 1L JB
Optum: 21L Fixed + 1.5L JB

Be honest with them and tell them you’re no longer interested. If the no-shows has anything to do with you losing interest, you should call that out as well.
Happened to me before. 2 no shows because HR forgot to send calendar invites both times. Bad sign
That's a bad sign. I understand that things happen but being a no-show means that either they are not responsible or their situation is so messed up that they can't keep organized. Just be honest to the recruiter and tell him/her that you're no longer interested because of the no-shows.
