Was told at interview it's was 17.70 an hour just to get my first check and it only pays 7.25 a hour

Hi guys im a .net developer with 4 years of experience. I have worked in support project throughout my tenure and want to switch to development. I planning to switch so what are the skills that I should plan to learn and how should I go about it? Started a new job a year ago, high performer. My manager suggested a promotion to Product Manager since that‘s the work I’m doing, but that would be a 50% raise. Higher ups decided instead to make a “new role” (not PM), that has no analog in the company and is hard to price via Glassdoor, etc. I feel like this is to limit my promotion salary to something like 10% from where it currently is. I’m interviewing with a startup and the range has a 40k difference from the lowest to highest point. It’s also pre-seed and comes with equity, and health, 401k benefits. It’s a director of sales role so I would eventually be recruiting and managing a team along with building the processes and strategy. What would you consider a fair compensation package? If they offer me something on the lower end of the range, is it still appropriate to counter with an offer that is over their stated range?

I was approached on LinkedIn for an early career recruiting role in DFW, TX. I don't have direct experience, but I have the university experience/connections from working in career services. I’m a former forensic scientist that left the field several years ago. I recently received a subpoena from a case I worked and suggested to DA to have evidence re-worked by the lab or stipulation. If I am required to testify (as an expert witness), I would need to book a flight, hotel, etc. My question is this: can I ask for my requested hourly rate, travel, and hotel to be covered when speaking with DA or is that “not how this works” as the investigator put it?
