Quick is the key, they like fast paced, fine. Set quick time limits on the things you want them to do. And start with baby steps.
Most students are very happy with teacher led instruction, because they don't have to think or be accountable for their own learning. "It is the teacher's fault I didn't understand, because they led the instruction." Do not accept this responsibility. Be clear on what behaviors you are looking to see, and what ones will not be tolerated, and give them an inquiry task that allows them to practice the BEHAVIORS you want in a short time frame even if they are not successful on the task at first, they are learning to take charge of their own behaviors to accomplish a task you set. Eventually, they will get that inquiry based learning meets their needs better, and the tide will turn, but it takes a lot of time and effort to work against the established norm.
Everything that was said above I give students expectations and we practice for 3 weeks with only reminders of expectations. After that if they are not participating within the expectations they work from their textbook rather than that activity. (Maybe 5 minutes) then they are invited back to the activities. Soon they see that the inquiry is way better than the textbook. (5th grade)
More than anything relationships. Getting to know the kid outside of the classroom. Sports games, concerts, house visits, clubs, anything you do with them outside the class will help you inside the class.
