Same advice I always give to such questions... make your manager aware of your desire to move into a new role and talk to the manager/director of the division where you'd like to work. If they are good at their jobs - and good people - they should be willing to make a plan for you to follow to move into the new role.
If they resist the idea, or are hostile to it, then consider looking for a job at a different company. Look for a smaller companies (under 1000 people), they tend to be more open to the idea of people moving to different jobs.
Focus on anything that interests you and any systems you have access to that can be used moving over to IT. 2 biggest things you could be doing (other than finding a connection that will bring you over to IT) is to further your learning/professional certs and working on personal projects. Says a lot to recruiters and hiring managers if you show interest on your personal time.
All it takes is your foot in the door, sometimes you need to acknowledge that your current company isn't going to give you that opportunity, plenty out there that will.
What about IT are you interested in, and what do you definitely want to avoid in your next career move?
I would look at your online footprint and start there. Do you have a LinkedIn? Are you engaging and networking. Liking and reposting puts you ahead of most folks and it goes without saying you actually have to read the material for a variety of reasons. Second the comment re the certs. Do you have any presence in platforms like hack the box or free code camp or whatever catches your interest? I’m six months into tech with a retail management background and am on hack the box, attended a free two day cybersecurity training, attended a cybersecurity conference and post about it all If someone sees my (updated) resume I’m not just an applicant I’m known to be engaged and a self motivated learner. This is not to say you are doing anything wrong or my way is better. This is what I have found to be beneficial to my development and has helped me build my network and experience different parts of tech.
