You mean like at Kent State?
After the Civil War, we decided not to ever use federal troops on domestic soil. Only the Guard can be used for that now. And they are rarely called up for such duties unless there are exigent circumstances such as widespread areas like in natural disasters or when the civilian authorities are unable to maintain control of the situation. No matter how much we may sympathize with a cause, the Guard is there because the situation got out of hand; it's their job to bring order back.
Remember that hardly any of the other Guardsmen really want to be there. They have families they'd rather be with and hobbies they'd rather be doing too. And as crazy as it sounds, the politicians want to deploy them there even less than they want to be there, because those politicians are then known as the person who asked for or authorized their presence.
I think it's the ideal way of maintaining or restoring security within dysfunctional or 'post-conflict' areas of operation. But it has to be properly implemented to avoid abuses and human rights violations.
It’s not the military’s job to do that in the US. It’s also against the law for that to happen
