I think it's a combination of things. There's a baseline capability on both diagnostic / design as well as project management that is required.
Beyond the skills, you should have a real passion for business. Not as a theoretical / scientific challenge, but as a practical challenge. Dealing with the employees, clients, vendors, systems, etc. Really enjoying the process of going from "a good idea" (like company X should get into segment Y) to a real initiative, meaning selecting the right people, putting the legal framework in place, procuring the systems, getting the right service providers, designing the P&L, making daily small decisions, etc.
Finally, people who are comfortable with and seek to have full accountability. You can't blame the client for not implementing the project right... You either hit the goals or not. And some factors are in your control and some not. That level of ownership and accountability is really important. Some people shy away from being the ultimate stop for "the buck".
