What should be done when HR tries to lowball you during salary discussion based on current CTC? How to ask for more hike without counter offer? Is there a chances of getting rejected if we stick to our demand? And if we have counter offer will they agree for more like 50% more on counter offer?

Received an offer from the DOJ for a 2 year contract, doing work which seems more interesting/engaging than what I’m doing right now (insurance defence) - but for just over 9% less than I’m currently making, and the partner track has been outlined for me at my firm..feel like it’s not worth trading higher long term earning potential for contract + pay cut just because the work is more engaging..but on the other hand, ID is starting to bore me..thoughts/refs to anyone at DOJ would be appreciated

What is the standard yearly hike in IT Security industry in North America? I have worked for 7 months in Threat Intelligence in a company in Canada, and I got a yearly hike of just 3% in my first appraisal cycle.
