Unless they are actively attacking someone because of their race or gender, I wouldn't call it hostile. I agree with the previous comment... un-inclusive, culturally insensitive etc would probably be best if its not out and out bigotry of some kind.
“Hostile work environment” has a legal meaning that can differ by jurisdiction.

I mean. Hostile is the right word. But if you want other options try... Non inclusive, exclusive, (emotionally) unsafe, culturally insensitive, ect
Just some negative experiences I have had:
- micro aggression
- no support from colleagues even if they witness racist / sexist / etc behaviour
- profiling
- not showing interest to DEI
I would call a workplace hostile environment for inclusivity if I see these type of behaviours..
A hostile work environment typically includes behaviors that are discriminatory in nature based on race, sex, religion, national origin, age, disability, or any other legally protected characteristics. The conduct must be pervasive or severe enough to create a work environment that a reasonable person would consider intimidating, hostile, or abusive. Additionally, the behavior must be such that it affects the victim's ability to perform their job.
Outside of work, a hostile environment is created when harassment or discriminatory conduct is severe or pervasive enough to interfere with a person's access to educational opportunities, housing, or services in public places.
A more liberal standard than “severe and pervasive” applies in cities and states with employee-friendly laws, like NYC.
A toxic, exclusionary or discriminatory workplace if we're sticking by the standards. Just any environment where people feel unwelcome, unsafe, or excluded. I think some would think "hostile" is too aggressive of a term for some of it though.
