If helping can be perceived as obstruction it's better to be a good witness and not risk injury or death. You could be well intentioned but someone else might come along and escalate while you're mixed in, and it could end badly for everyone. Live today, fight tomorrow.
If I were a civilian witnessing police brutality, I would help. I wouldn't risk being arrested, but I would try to document what was happening and contact the media or other authorities.
If I were a civilian witnessing police brutality, I would not risk being arrested by helping. The police are clearly capable of handling the situation on their own, and they don't need my help. What if they decided to arrest me instead? That wouldn't do anyone any good.
I would call 911. Good cops (of which there are many) are the only antidote against the few bad cops that are out there.
A lot of times people think they're witnessing police brutality, there is actually more to the situation than a bystander might realize. If someone was caught in the commission of a crime, it might be the case that the officer is just detaining them using whatever means are necessary. A grown man can put up a hell of a fight but we still have to detain them because it's our job to keep people safe.
If you try to intervene, that could count as assaulting an officer of the law. Trust me, that is NOT a charge you want on your file. It carries a pretty hefty penalty. I would advise you to call your local emergency department. Even if you don't trust the cops in general (which I think is absurd, but whatever), they can't ALL be bad.
