What’s the strategy when you keep doing foundational work that no one outside your team ever sees? I’m proud of what I contribute, but it’s invisible to leadership. How do I highlight impact when the work isn’t flashy?

The job is the job, that's the strategy. If your role is to do foundational work, the people managing your team must know what you're doing. If you want visibility from a higher level in the organization perhaps you'll need to find another position. The good news is that your experience doing what you've been doing may give you the skills to move on to something more impactful.
