Both. In the pitch, there are"key people" the agency puts forward as leading the new account. The client may also say "get these people from the old agency, they know you'll be calling". Beyond that, it might be some folks from oldco go to newco, but not many.
WPP got lists of everyone they wanted from UM when the business transitioned a few years ago. Turns out all of those people hated working on it and were willing to move to WPP, not willing to work on Coca Cola again. Clients have been loudly unhappy with this change on their side and have submitted for people they like. They've also extended windows to maintain access to key personnel for capabilities that Publicis cannot yet support. Its very normal I'd say to reach out to Publicis recruitment and let them know you're interested. They always take a few on
I had a similar experience where the new agency poached people who worked on that account from the previous agency. I think it helps make the transition a little bit smoother to get people who are familiar with the account structure and clients.
How does that work with non-solicitation agreements?
Sometimes but there is usually rules that prohibit poaching, but i have seen folks find ways get around this. Either being hire for a different position later transitioning to the actual account they weren’t allowed to be directly hired for or quitting their former employer first then getting hired
Not relevant for US Coke but in UK a bunch of people get TUPE’d . There’s a legal thing by which of you work on the outgoing client for 75%+ of your time, you can go with the client to the new agency. Protects jobs but makes the whole situation weird

I don’t really want to hire people from the agency that just lost the account. If you had some minor role or the client mentioned you particularly favorably … maybe.
That's ignores very basic commercial realties that result in brands moving agencies... Accounts being "lost" due to work didn't happen as much as you think. World's more complicated than that
For Publicis on new accounts - they typically pull in high-performers from other accounts or agencies within the wider Publicis Media Groupe but will hire net-new externally for certain positions.
They are usually cherry picked
