I am on 60k and have been working as an Art Director for almost 4 years now. I have bronze lions/shortlists for a couple of campaigns from Cannes. Am I getting a shit deal?

If those lions are recent (within the last 4 years) and you've had that title for four years AND you're from a decent agency, yes you should go! You are selling yourself short!

Depends on the city. 5 years ago I was at senior level making 90k and I didn't have any of those awards.

Absolutely getting screwed. I make 50% more than that as a very high mid-level PM (basically senior without the title, but the pay would also be higher for that title).
