There is a difference between 'listening' to a user and 'acting' on the feedback from the user. I always listed to any user who wanted my time, but I used very little of the cumulative user feedback as part of my product plan.
I would focus on similar feedback from multiple users. If we start seeing more complaints about the usability of a feature or the navigability of a user flow, then I would review all the feedback, contact as many of the users as possible for clarification and expectations, and then decide if and when I would take action. The design would have to be so egregious in the eyes of my users and the feedback would have to come from many users before we took any action.
Sometimes when they solution for their problem - the product team is better positioned (i.e. system knowledge, future planning) to solve user pain points than to build exactly what the user asks
