Is there any project refusal policy in tcs? When I can get any clear picture of project or unit?

Ok, so I have a couple of offers, one kind of lackluster, for the County. The other is for a credit union-I left credit unions a few years ago to join a FinTech supporting credit unions)
I was laid off last month and have had a flurry of interviews…this credit union offer is my favorite so far, I do have another offer I’m waiting for from another tech company which has a much higher salary range, but nothing is written in stone.
Should I counter? The offer is $95k for a project manager.

I missed adding parents in health insurance for this financial year. my father cancer surgery happened and I spend 15 lakh from savings and debt. Their is further spends in next financial year April and May for chemotherapy & radiation.

TCS offered me a Data Engineer Profile with usual hike, will be getting around (3.75).
I had asked for 6 LPA to stay back.

What if they give 4.5 or so ....

My current ctc is 20.3 LPA. And TCS offered 21 LPA. I have told them 4 months back only that my expectation is at least 30% hike. They dragged it a lot and took 4 months of my time for various interview rounds and now they came with this package. So I accepted.
