When you know you're not growing and stuck in the same place for quite a while. No new skillset, no new experiences, no new connections.
I think you would know the right time- if enough opportunity comes your way and it’s a better suit for you then do it!
I think it's more about what YOU need and want and envision for your life. If you can afford your basic needs and if you don't have a family to support, you have a lot less riding on making a career change. I'd say do it before you have kids, if you plan to do that. People get stuck in careers when their need for stability is higher than their need for change. What do you do well, what do you want to learn more deeply, where do you want to live? Also- I'm a parent so this is my bias - but if you don't live near extended family and you want to have kids - move near family assuming they're a positive influence, and perhaps that move also brings a career change. Just be set up with good support (not just a financial issue).
