Use the agency to build your name and get work, once your business is established you can use your name to find work easily.

I think so. I've worked with several freelance actors and they prefer to remain as such. They are also worried that they'll have less freedom.
If you're just starting out, you have no name recognition or anything other than the agency contacts to go with. Once you work with them and build a reputation and portfolio of work, then you can move on and try and make it on your own. If anything it's a solid networking opportunity if you sign with the right agency. And it isn't forever! Just make sure you look carefully over any contracts you sign and if you can have them looked at by a lawyer.
Disadvantage of being a freelance actor is that you will have a hard time trying to establish a name for yourself. Since you don't have any resources to market your talent. Advantage would be that, you are in control of almost everything.
Being a freelance actor is a good stepping stone but it would be wiser to sign into an agency. They'll bag you bigger and more opportunities once you get started. Plus, they'll have to deal with the annoying paperworks and such. I know some who've worked both sides and say they prefer being in their agency.
